01 / The idea

Consciousness commonly refers to subjective experience: there being something it is like to see, feel, or think. Researchers can study reports, behavior, neural activity, and interventions, while philosophers ask how those observations relate to experience itself. Hill’s project can host both forms of inquiry without presenting them as interchangeable evidence. A proposal that consciousness is fundamental is a philosophical or theoretical position unless it supplies distinct empirical consequences. Likewise, an information-processing system should not be called conscious simply because it stores records or adapts. The immediate task is to define the claim being made and the observation that could challenge it.

What the experimental question looks like

Neuroscientific theories disagree about which processes are central to conscious experience and which measurements can distinguish them. The 2025 Cogitate collaboration compared preregistered predictions of global neuronal workspace and integrated information theories, finding challenges for tested aspects of both. That result illustrates how broad positions become experimentally vulnerable through specific predictions. It does not settle every version of either theory or demonstrate that consciousness exists outside physical systems. The relevant lesson for Hill’s program is to publish the discriminator before choosing the preferred explanation.

Avoiding a chain of unsupported identities

Matter has energy; brains use energy; conscious experiences occur in association with functioning brains. These observations do not establish that energy itself is conscious. Nor does a shared mathematical measure of information establish shared experience across a neural network, an engineered circuit, and a galaxy. We propose a claim map that keeps each proposed bridge visible. Every bridge should state whether it is an analogy, a mathematical equivalence under assumptions, an empirical relationship, or a philosophical commitment. That prevents one established link from silently validating all the others.

A contribution that remains useful

The project can support a structured comparison of theories, their operational definitions, and the observations they predict. Contributors should identify whether a study measures conscious content, level of consciousness, attention, report, or a related process. These distinctions matter when interpreting both positive and negative findings. We propose beginning with published protocols and openly available datasets, with documented limitations. Where two philosophical positions predict exactly the same measurements, the site should say that the present experiment cannot decide between them.

The mathematical lens

Observable prediction ≠ complete philosophical explanation

This is a scope distinction, not a physical equation.

Turn it into a question.

Proposed test / not a reported result
Question
Does a proposed consciousness claim predict a distinct measurable outcome?
Method
Specify competing predictions and evaluate them with an appropriate preregistered study or existing dataset.
What would count against it?
No divergent predictions means the proposed comparison cannot empirically distinguish the positions.
What to carry forward

Keep experience, neural evidence, and metaphysical claims clearly connected but distinct.
